[Itpolicy-np] Utilization of the RTF Fund

We are fortunate that NTA has manager like Anand Sir who is ready to help
us in our endeavour. However, the million dollar question asked and unasked
is what alone can he do !! We all talk nicely when we meet and meet and
meet but in reality, is it happening ?
So, we all need to support him and we all know how Nepal's bureaucracy and
political leaders listen to us. If necessary we need to take our issues out
on the street and............
Regarding RTDF :
1. If I remember correctly, RTDF Manual has been proposed to MOIC in late
2005 and so far nothing concrete has happened.
2. One of the recommendations they have is to create RTDF Management Committee.
3. I wonder if RTDF fund can be used as venture capital for rural telecomm
development.
4. Such fund must be given back to the service providers who is ready to go
to "real" remote places in Karnali or Mugu or Rolpa or Arghakhanchi, where
they still do not have road access.
5. If a service provider wants to expand his services to any remote areas,
such organisation must be exempted from paying 2% RTDF in order to motivate
that organisation.
6. Such fund must be given to NGOs and CBOs who delivers results.
I am sure we all have plenty of ideas to share on this floor.
BUT WHAT IS THE RESULT IF GOVERNMENT IS NOT ACTING TIMELY.
