[Itpolicy-np] Defination of these terms

I blindly support Kishor's version of Infrastructure Service Provider which
makes more sense rather than Data Network Service Provider. I also suggest
that VSAT Network Service Provider be changed to Infrastructure Service
Provider.
In the changed context and as per the marma of Telecomm Policy 2060, we are
heading towards liberalization. Government and NTA must think of
simplifying the licensing processes, being facilitator and regulator
respectively.
