[Itpolicy-np] Defination of these terms

On this topics I think Instead of having a data network service provider we 
should term this as a Infrastructure Provider. 

The Infrastructure provider can rent lease towers fiber or connection by any 
mean to the needy, which can be a ISP, NSP ,Tecom or any service provider. 

And the important thing that should be noted by NTA is that it should make its 
boundary , all Nepal and charge minimal fee as a license fee .

Point to be noted is that if any organization or a person wants to make his 
own infrastructure for its own use then there should be no restriction on 
that also.
