[Itpolicy-np] Let us discuss as how RTDF can best be used?

Hello Ananda ji;

Could you tell as how the RTDF is going to be used and by whom? What kind
of infrastructure they are thinking about to set up?

My idea for using it up was different than what Pavan bhai has mentioned.
