[Itpolicy-np] Defination of these terms

We have to agree that Telecomm Policy 2060 is one of the best policies
our government has ever made but with the absence of relevant acts,
everything is crippled.
I wonder if NTA can propose few amendment to the Cabinet, through MOIC,
and have it enacted through gazette ?
If this can be done, we do not have to wait any longer....forgive me if i
have overlooked the bureaucratic process :)
